NB! The APA (7th edition) manual does not contain any specific instructions on how to refer laws and regulations outside of the United States. The recommendation is instead to format the references according to guidelines in each country. The instructions under this section are our interpretation of how to apply APA (7th edition) to refer to publications from the European Commission.  

Many publications from the European Commission will have a group author instead of a personal author. If the publisher is the same as the group author, omit the publisher from the source element. If the publication is part of a series, the serial number is added in brackets after the title. If you accessed the publication online, include the URL of the website from which it was retrieved in the reference.
