The ability to read and write, or ”literacy”, is a basic skill for people to live and work in the world of today. Yet more than 900 million adults are not literate, primarily in developing countries. More than 125 million children who should be in school are not.
Education and training policy has gained particular momentum since the adoption of the Lisbon Strategy in 2000, i.e. the EU's overarching program focusing on growth and jobs. Recognizing that nowdays lifelong learning is key to both jobs and growth and the participation of everyone in society, EU Member States and the European Commission have strengthened their political cooperation through the Education and Training 2010 work program.
